Every submitted inspection generates a SHA-256 hash from the structured record data. Any alteration — however small — produces a completely different hash. The record is tamper-evident by mathematics, not by policy.

Every state change is logged in an append-only audit table. Row-level security prevents deletion by any user — including administrators. Records can be superseded or voided, never erased.
